Internationally sponsored peace processes frequently fail to produce sustainable peace. Lessons must therefore be learned as to how better to escape a cycle of short-term crisis management that characterizes many responses. Key to any such change is the need to move away from an over-emphasis on elite-centered political bargaining, towards a more inclusive and comprehensive approach involving the full cross section of society and political forces.
